🌊 Smart Buoys Are Now Patrolling San Diego Bay!

 now smart buoys? That’s right—San Diego just launched the first of five high-tech buoys into the bay, and they’re doing a whole lot more than just floating around.

These bright yellow pods—created by local startup Hyper Kelp—are loaded with up to 20 sensors monitoring everything from CO₂ levels and water clarity to noise pollution. And yes, they’re even listening to whales, dolphins, and ship traffic 24/7 to help protect marine life and track underwater noise levels that could affect how marine mammals communicate and navigate.

Why it matters:
San Diego Bay generates over $14 billion a year through tourism, shipping, and fishing. These smart buoys give scientists and city leaders a real-time health check on one of the region’s most vital ecosystems.

It’s all part of the Blue Economy Incubator, a bold initiative by the Port of San Diego to launch eco-innovation projects like seaweed farms, shellfish nurseries, and portable water testers.

🚧 562 New Apartments Coming to Downtown Oceanside

Downtown Oceanside is in the midst of a major transformation. Two large-scale mixed-use developments are set to bring a combined 562 new apartments and fresh commercial space to Mission Avenue—marking another step in the city’s ongoing redevelopment renaissance.

Just three blocks apart, the two seven-story buildings will replace existing properties and reshape the heart of the downtown district:

  • 401 Mission Avenue (current site of OceanPlace and the Regal cinema) will be demolished to make way for 332 apartments, new restaurants, office and retail space, and a rebuilt public plaza that will continue to host community events like the city’s beloved annual Christmas tree lighting.

  • 801 Mission Avenue, a full city block near the NCTD headquarters, will feature 230 apartments, a rooftop pool, a gym, and 5,240 sq. ft. of ground-level commercial space. Units will range from studios to 2-bedroom apartments, with 295 resident parking spaces and 22 for visitors.

Both projects will dedicate 10% of units to affordable housing, though new city policy now requires 15% for future developments. Residents and local business owners have voiced mixed feedback, with many praising the economic boost and others concerned about rising density and reduced ocean views.

Oceanside’s development cap of 5,500 downtown dwellings is fast approaching—currently at about 2,300 units—so these 562 units represent a significant 21% of the remaining capacity under existing zoning. City Council approval could come as early as this summer.

Meanwhile, more projects are already in the pipeline, including a proposed 547-unit transit-oriented community at the Oceanside Transit Center and a newly submitted application for 272 apartments at 901 Mission Ave.

Downtown’s skyline is evolving—and so is its role in solving North County’s housing shortage.

🚧 Downtown San Diego's Civic Center Is Getting a Bold New Look

Unveiled at the inaugural WAVES Festival this week, a dynamic coalition led by the Downtown San Diego Partnership, Prebys Foundation, U3 Advisors, and the San Diego Community College District has announced a transformative new vision for the Civic Center. The plan reimagines the heart of Downtown as a vibrant cultural and civic hub—one that blends education, housing, arts, and public life in a way that invites San Diegans of all backgrounds to connect, live, and thrive.

Over a year in the making and shaped by extensive community input, the proposal outlines four key pillars:

  • Culture & Education: New learning spaces and performance venues anchored by institutions like SDCCD

  • Housing: Affordable homes for artists, students, and educators in the city’s core

  • Iconic Public Spaces: A 3-acre Civic Plaza for concerts, markets, and year-round community events

  • Livable Downtown: Childcare, retail, green spaces, and grocery access to support everyday life

The revitalization effort will begin with temporary activations later this year, with phased development over the coming years. A special purpose entity may be formed to guide implementation, and leaders are actively seeking new partners to support the initiative.

This vision builds on major investments already made by the Prebys Foundation, including support for the UCSD Depot Arts District and the acquisition of 401 B St. As Gregory Smith, Chancellor of SDCCD, put it: “An investment in Downtown’s revitalization is an extraordinary opportunity to uplift the lives of our students and the entire city.”
